Blue Hill was surveyed and platted in September 1878. Blue Hill continues to be a well-established community offering small town conveniences while being conveniently located 20 miles south of Hastings. Blue Hill Housing Authority Westgate Manor

Blue Hill Housing Authority is a public housing complex located in the southwest part of Blue Hill at 705 West Seward Street.  It consists of twelve brick buildings with two to four apartments in each building.  We have one and two bedroom apartments available.  All are encouraged to apply. Fair Housing

The City of Blue Hill is a supporter of Fair Housing and Title VIII of the Civil Rights Act of 1968 which prohibits discrimination in the sale, rental and financing of dwellings based on race, color, religion, sex, national origin, disability, or familial status, and sets forth enforcement of mechanisms with the U.S. Department of Housing and Urban Development (HUD) attorneys bringing actions before administrative law judges on behalf of victims of housing discrimination; and allows Justice Department jurisdiction to bring suit on behalf of victims in Federal district courts. Furthermore, the City supports the elimination of unlawful discriminatory practices within the City of Blue Hill.
